Zhu Fenglian, spokesperson of the Taiwan Affairs Office of the State Council, answers questions on hotspot issues at a regular press conference in Beijing, March 16, 2017.Question: March 14 marks the 17th anniversary of the implementation of the Anti-Secession Law.A member of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) said in a recent interview that it would be impossible to promote peaceful development of the country and cross-Straits relations with only ‘anti-secession’ and without ‘promoting reunification’, and that he would submit a proposal to enact a “national reunification law”.What is your comment on that?Zhu Fenglian: We have listened to and studied the opinions and suggestions of NPC deputies and CPPCC members that are conducive to promoting national reunification.Over the years, we have united compatriots on both sides of the Taiwan Straits, moved the situation across the Taiwan Straits from tense confrontation to relaxation and improvement, and then to peaceful development, and led cross-Straits relations to the direction of reunification.Reunification is the conclusion of history, the trend of The Times, the cause of justice and the aspiration of the people. With the joint efforts of compatriots on both sides of the Taiwan Straits, the historic task of complete reunification of the motherland must and will be realized. In March 2005, the Third Session of the tenth National People’s Congress deliberated and adopted the Anti-Secession Law.Article 1 of the Law begins by stating that “This Law is formulated in accordance with the Constitution for the purpose of opposing and checking Taiwan’s secession from China by secessionists in the name of ‘Taiwan independence’, promoting peaceful national reunification, maintaining peace and stability in the Taiwan Straits, safeguarding China’s sovereignty and territorial integrity, and safeguarding the fundamental interests of the Chinese nation”.Since its implementation 17 years ago, the Anti-Secession Law has played and will continue to play a unique and important role in deterring “Taiwan independence” secessionist forces, maintaining peace and stability across the Taiwan Straits, promoting the peaceful development of cross-Straits relations, and promoting the reunification of the motherland. In light of developments and changes in the situation, we will strengthen the use of the rule of law and its strength to combat “Taiwan independence” secessionist forces and advance the process of national reunification.
